The Global Programs team implements programs to enhance the capacity of individuals, institutions, and communities to create a more peaceful and just world. Our programs integrate a focus on gender equality and social inclusion throughout the program cycle. This position also supports World Learning’s Transforming Agency, Access and Power (TAAP) Initiative and World Learning’s (WL) Commitment to Inclusion. In collaboration with the staff across the Global Programs Team, Business Development Team, and the MERL Team, the Social Inclusion Officer is directly involved in development and management of global capacity development projects with a particular emphasis on vulnerable and underserved populations. This position will manage specific projects across a variety of Global Programs practice areas – including Education, TESOL, and Civic Engagement. Additionally, the Social Inclusion Officer will provide technical advice, training, and coaching to support the Global Programs team to integrate gender equality and social inclusion principles into programs. The position reports to the Director of Cross-sector Programming and is based in Washington, D.C.
Specific Responsibilities:
Project Management
- Manage project as assigned, assist field office teams with overall project needs including: project start-ups, phase-ins, phase-outs, customer service, donor management, communications, reporting, and monitoring and/or evaluation activities;
- Work with World Learning’s finance counterparts to manage the financial oversight during project implementation; review/monitor spending against budget;
- Ensure that project reporting (e,g, quarterly, semi-annual, or annual) and key deliverables are tracked and that processes are in place to ensure timely delivery of reports and other requirements – this includes writing or editing reports and submitting them to the donor;
- Maintain electronic and hard copy files of project documentation for auditing purposes and for project management;
- Identify and process travel and logistics for overseas staff and consultants, including scopes of work, travel arrangements, visas, progress payments or advances, and proper orientation for consultants on procedures.
Social Inclusion and TAAP
- Manage progress against the Inclusion and TAAP work plan;
- Serve as point of contact and coordinator of all program or corporate requests for inclusion-related activities and/or assistance; centrally manage and organize all files/documents related to TAAP and Inclusion;
- Coordinate with World Learning’s Marketing and Communications Team to maintain the TAAP website and coordinate development of materials;
- Conduct TAAP outreach to external audiences including potential donors and partners, including management of the TAAP Community of Practice and the TAAP Newsletter;
- Support TAAP trainings including design and development of training curricula for World Learning project participants and external clients;
- Supervise TAAP Inclusion Initiative intern(s);
- As assigned, support gender and social inclusion analyses for World Learning projects;
- Lead and/or contribute to internal diversity, inclusion and equity organizational initiatives as appropriate.
Program Development
- Provide technical inputs on gender and social inclusion and/or TAAP Approach for World Learning business development;
- Support program development efforts to identify new opportunities; conduct research; liaise with donors, local and international partners, and other stakeholders; assist in program design; assist in proposal writing and editing; and assist in proposal production;
- Assist in updating corporate capability statements or concept notes.
Corporate Responsibilities
- Build and maintain relationships with external and internal partners in order to enhance their understanding of World Learning’s program standards and strategies; may manage relationships with external resource partners, such as donors, subcontractors, or other stakeholders;
- Leverage corporate World Learning’s assets and information for assigned projects or for new projects under development;
- Represent World Learning at meetings, conferences, etc., relevant to the subject matter and themes of the assigned portfolio and disseminate information regarding World Learning’s overall capabilities;
- Contribute to the development of key World Learning planning documents including strategy statements, budget reviews, work plans, and reports to the Board of Directors;
- Contribute other written materials that support divisional needs (brochures, summary project information, etc.);
- Conduct international travel, as required;
- Perform other duties as assigned.
Required Qualifications:
Eligible candidates should have the following qualifications:
- Master’s degree in International Relations or a related field;
- Five or more years of professional experience (internship and/or employment);
- Knowledge of USG compliance related rules and regulations;
- Experience leading gender and/or inclusion analyses;
- Experience in training design and facilitation;
- Experience with learning communities or communities of practice;
- Experience with monitoring, evaluation, and learning frameworks;
- Ability to travel and conduct business internationally with a high level of professionalism;
- Ability to work independently, make sound judgment calls, but know when to ask for advice;
- Experience engaging and liaising with multiple stakeholders (e.g. donors, vendors, partner organizations);
- Ability to prioritize and multitask;
- Ability to work as a team player and adapt to quick changing situations;
- Excellent oral and written communication skills;
- Strong research, proposal writing and program development skills;
- Commitment to inclusive programming that encourages full participation of individuals regardless of ethnicity, religion, gender, disability status, sexual orientation, gender identity or other marginalized status.

The ideal candidate should have the following qualifications:
- Financial management skills and Excel proficiency;
- Experience living, working or studying abroad strongly desired;
- Foreign language abilities.
