Pakistan Advancing Girls’ Education & Skills

World Learning seeks a Chief of Party for the USAID-funded Advancing Girls’ Education & Skills project in Pakistan. The Chief of Party will be responsible for technical leadership and provide administrative oversight of the implementation of all components under this program, including coordination with multiple partners within a consortium. S/he will serve as World Learning’s principal liaison to USAID. The ideal candidate will be a dynamic individual and seasoned director, able to work effectively and respectfully with individuals form diverse backgrounds in order to meet the program’s objectives of improving access to formal and non-formal education for adolescent girls, supporting vocation and soft skills development and linkages to jobs, transforming societal perceptions of the role of girls through advocacy campaigns, and supporting the implementation of policies that advance gender equity.

Responsibilities
- Provide overall leadership, management, and direction for the program;
- In conjunction with USAID/Pakistan and World Learning HQ, determine annual priorities, develop work plans, and ensure program responds to changing conditions and operating environments;
- Oversee program administration, implementation, and fiscal management to ensure financial activity aligns with budget allocations, internal policies, and donor regulations;
- Serve as overall liaison with USAID/Pakistan, implementing partners, and key stakeholders including government representatives of Pakistan;
- Oversee and monitor quality of all program activities;
- Report regularly to World Learning HQ, providing timely updates of all situational, security, and program developments;
- Ensure reports, work plans, and other program deliverables are timely and of high quality;
- Manage and supervise a team of staff and consultants;
- Represent World Learning at conferences, working groups, and meetings to support World Learning’s thought leadership in girls’ education and empowerment programs;
- Other responsibilities that may be assigned.
Requirements
- Master’s degree in a relevant field (such as political science, education, public policy, academic administration, business administration) preferred;
- Minimum of 8 years of professional experience in the successful implementation of education development and youth engagement programs;
- Minimum of 5 years of experience as a Chief of Party or a Country Director in a development project in the field, preferably in the region and/or for youth education program;
- Demonstrated leadership experience in addressing gender concerns, especially barriers to girls’ education and empowerment; experience supporting education policy initiatives in Pakistan preferred;
- Demonstrated experience in leading and successfully managing team/s;
- Previous resident work experience in Pakistan or South/Central Asia strongly preferred;
- Understanding of gender issues in Pakistan, and knowledge of Pakistani counterparts, individuals, and organizations active or interested in girls’ education and empowerment issues are highly desirable;
- Experience in initiating and maintaining private sector partnerships strongly preferred;
- Sound knowledge of USAID rules and regulations;
- Excellent communication and diplomatic skills;
- English fluency required; Urdu proficiency desirable;
- Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
