Mongolia: Director, Mongolia Emerging Leaders

World Learning seeks a Director, Mongolia Emerging Leaders, for USAID’s Mongolia’s Emerging Leaders Activity. The Director will be responsible for overall technical direction and management of citizen engagement program comprised of exchange components in the United States, and training, mentorship, and civic education activities in Mongolia. S/he will supervise implementation and ensure that activity objectives are met. S/he will also serve as the main representative of the activity and World Learning’s principal interlocutor with USAID, as well as with Mongolian ministries and other local, U.S.-based, and international counterparts. S/he is expected to play a proactive role in forging partnerships and leveraging resources to sustain the implementation of the activity. The ideal candidate will be a dynamic individual and seasoned director with experience in Mongolia, able to work effectively and respectfully with individuals form diverse backgrounds, and experienced in citizen engagement programs for young leaders.

Job Responsibilities:

· Provide overall leadership as well as programmatic and fiscal management for USAID’s Mongolia’s Emerging Leaders Activity, an estimated $2.5 million budget;

· Oversee and monitor the quality of all program components, including a U.S.-bound exchange program for young leaders ages 25 – 40, a mentorship program, an interregional exchange,a network of young leaders in Mongolia and the region, and in-country civic education programs and outreach activities targeting high school youth;

· Pursue opportunities for inclusive programming and ensure activity components encourage full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status;

· In conjunction with USAID and World Learning HQ, determine annual priorities, develop work plans, and ensure program responds to changing conditions and operating environments;

· Serve as overall communications/liaison with USAID, implementing partners, and key stakeholders including the government;

· Ensure timely and quality support to USAID Mission;

· Report regularly to World Learning headquarters, providing timely updates of all situational and program developments;

· Ensure reports, work plans, and other program deliverables are timely and of high quality;

· Manage and supervise Mongolia based staff and consultants;

· Engage with local counterparts and manage program deliverables

· Represent World Learning at conferences, working groups, and events in order to further World Learning’s overall portfolio of programs in Mongolia and the region;

· Other responsibilities that may be assigned.

Required Qualifications:

· Bachelors degree in a relevant field (such as political science, education, public policy, or international relations) required, masters degree or higher highly preferred;

· Minimum of 8 years of professional experience in the successful implementation of citizen engagement programs, including leadership training and civic education for youth;

· Minimum of 5 years of director level experience on a similar field based project;

· Proven leadership in the administration of donor-funded programs of a similar size and complexity, with USAID experience preferred;

· Demonstrated ability to cultivate relationships with various stakeholders, including but not limited to community organizations, government entities, and educational institutions in Mongolia and the region;

· Previous resident work experience in Mongolia or Asia strongly preferred;

· Understanding of democracy and governance issues in Mongolia, and knowledge of counterparts, individuals, and organizations active or interested in facilitating dialogue surrounding these issues, particularly among young people, are highly desirable;

· Experience in overseeing monitoring and evaluation of development programs;

· Sound knowledge of USAID rules and regulations;

· Excellent communication and diplomatic skills;

· English fluency required; Mongolian proficiency preferred

· Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status;

· Strong team leadership capabilities.
