World Learning seeks an Operations Manager, Mongolia Emerging Leaders, for USAID’s Mongolia’s Emerging Leaders Activity. The Operations Manager will be responsible for coordinating logistics of citizen engagement program comprised of exchange components in the United States, and training, mentorship, and civic education activities in Mongolia. S/he is responsible for managing resources and for developing and implementing a system for tracking and reporting on progress. The ideal candidate will be a dynamic individual and skilled logistics coordinator with experience in Mongolia, able to work effectively and respectfully with individuals form diverse backgrounds, and have experience in supporting civic engagement programs for young leaders.

Job Responsibilities:
· Coordinate logistics for U.S.-bound exchange program for young leaders ages 25 – 40, a mentorship program and network of young leaders in Mongolia and the region, and in-country civic education programs and outreach activities targeting high school youth;
· Manage operational activities of the program, including travel logistics and materials production, and perform administrative tasks as needed;
· Support Activity Director in program administration, implementation, and fiscal management;
· Pursue opportunities for inclusive programming and ensure activity components encourage full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status;
· Communicate with USAID, implementing partners, and key stakeholders, including the government;
· Ensure timely and quality support to USAID Mission;
· Report regularly to World Learning headquarters, providing timely updates of all situational and program developments;
· Support the development of reports, work plans, and other program deliverables;
· Coordinate with a team of local and international staff and consultants;
· Other responsibilities that may be assigned.
Required Qualifications:
· Bachelor’s degree in a relevant field (such as political science, education, public policy, academic administration, business administration) required, Master’s degree highly preferred;
· Minimum of 5 years of professional experience with successful coordination of program logistics; experience with citizen engagement, leadership training, and/or youth programs highly preferred;
· Demonstrated ability to manage program logistics such as international and domestic travel, hotel accommodations, ground transportation, and administrative needs;
· Familiarity with local logistics infrastructure, such as transportation and travel systems;
· Previous resident work experience in Mongolia or Asia strongly preferred;
· Proven competency in the administration of donor-funded programs of a similar size and complexity, with USAID experience preferred;
· Understanding of democracy and governance issues in Mongolia, and knowledge of counterparts, individuals, and organizations active or interested in facilitating dialogue surrounding these issues, particularly among young people, are highly desirable;
· Experience in supporting monitoring and evaluation of development programs;
· Sound knowledge of USAID rules and regulations;
· Excellent communication and diplomatic skills;
· English fluency required; Mongolian proficiency preferred;

· Strong teamwork capabilities.
