World Learning seeks a Project Management Consultant for the Capacity Development for the Myanmar Council of Persons with Disabilities project. This consultancy will be based in Yangon, Myanmar. Background: The purpose of the project is to strengthen the Myanmar Council of Persons with Disabilities’ (MCPD) organizational and technical capacity. World Learning and the project partners will further develop the capacities of MCPD, and provide direct support to MCPD to implement current and future projects. The Field Project Manager will be the main point of contact for MCPD, and will represent World Learning with stakeholders and partners.
Scope of Work:
Oversee all aspects of the project, including the implementation of organizational and technical capacity development activities; ensure all activities are on track and implemented in a coordinated and timely manner;
Liaise with donor, MCPD, World Learning/Myanmar, and USAID/Myanmar, Government of Myanmar agencies, and other project stakeholders as needed and in coordination with the project’s Washington based director;
Coordinate closely with all MCPD members and project partners to ensure a respectful and friendly work environment. Work to ensure MCPD ownership of all program activities;
Provide onsite support to MCPD to ensure that the concepts covered during the trainings are properly applied by the organization, both at a management and programmatic level;
Coordinate closely with MCPD’s management and subject matter experts to organize and co-facilitate (when appropriate) capacity development trainings;
Lead his/her own trainings or workshops for the MCPD as necessary;
Provide day-to-day and support to international short-term consultants while they are in Myanmar, including coordinating in-country travel logistics as necessary;
Ensure that deliverables to donor are timely and of high quality;
Track project finances and budget;
Assist MCPD to manage its social and other media presence;
Ensure that program approaches and activities are adapted to Myanmar context;
Monitor key indicators to measure MCPD’s capacity development progress;
Report weekly to World Learning headquarters, providing timely updates of all situational and project developments; and
Other related tasks as assigned by World Learning to support the MCDP.
Required Qualifications:
• University degree in public administration, business, international relations, social sciences, non-profit management, or other relevant field;
• Minimum of seven years of experience in similar positions related to organizational capacity development, project management or a related area;
• Understanding of Government of Myanmar policies and regulations on development activities, as well as broader policy making processes and government operating practices;
• Experience managing donor funds;
• Strong experience in managing development programs for results;
• Proven project management skills, detail oriented with excellent organizational and administrative skills;
• Ability to prioritize and multi task;
• Ability to work independently/remotely and as a team player; strong decision-making skills;
• Excellent communication skills (oral and written) in both English and Myanmar. Fluency in both languages is a must.
Desired qualifications:
• Prior experience working on USAID or other international donor funded projects;
• Knowledge of USAID rules and regulations;
• Experience working on issues related to disability rights;
• Experience working on multi-disciplinary projects which address multiple technical areas; and
• Experience managing relationships with multiple constituencies and stakeholders.
