Ukraine: Pharmaceutical Procurement Reform Consultant

World Learning seeks a Pharmaceutical Procurement Reform Consultant, to be based in Kyiv, Ukraine, for a USAID-funded training and technical assistance project in Ukraine. Duration: This is a two-year consultancy.Position to be filled as soon as possible. Background: The USAID Participant Training Program in Ukraine, implemented by World Learning, engages technical advisors to support Ukrainian institutions in addition to providing a range of professional training in support of development goals in Ukraine. World Learning seeks to engage an expert consultant in Pharmaceutical Procurement to work with the Ministry of Health. The consultant will provide technical assistance and coordinating activities within the MOH, UCDC, and other relevant national partners and with UN agencies, Global Fund, World Bank, European Union, United States Government agencies, donors, and implementing organizations to enable, develop, and implement transparent procurement and supply chain practices, consistent with best international standards.

Scope of Work

The consultant will support the Deputy Minister of Health and/or his/her designates within the determined period of time in Kyiv, Ukraine. The consultant shall perform the following activities:

  1. Coordinate efforts of key stakeholders and interested parties under the direction of the Deputy Minister of Health to develop and implement steps for the reform of public procurement.

  2. Promote communication and coordination of medicines and other health commodity supply chain activities among partners. Participate in the TWG on Procurement Reform as a non-voting member and work closely with the Secretariat for the TWG to follow up with TWG members and other individuals and/or organizations to facilitate completion of action items.

  3. Review relevant documents and provide advice to the Deputy Minister of Health on procurement issues and transitioning of all procurement for public programs to international organizations for 2016-19.

  4. Support the development of legal documentation and policies to support reforms in procurement for public programs in Ukraine in accordance with European and international best practices, other reform efforts, and the laws of Ukraine.

  5. Review agendas for meetings with the Deputy Minister, the TWG on Pharmaceutical Procurement Reform, and UCDC and provide briefings and documentation on key issues.

  6. Provide support for development of the new procurement and supply chain approaches defined by Ministry of Health and/or other relevant authorities. These approaches might include the development of new electronic databases and Logistic Management Information Systems.

  7. Work with the Ministry of Health, UCDC, other government bodies, civil society organizations, and international agencies and implementing partners to combat corruption in current pharmaceutical procurement and supply chain practices.

  8. Coordinate with projects and consultants supported by other donor agencies.

  9. Other duties as assigned by USAID Health Office Director, the Minister of Health and relevant Deputy Ministers of Health, and/or UCDC. In case of conflicting requests or assignments, the USAID Health Office Director will resolve the issue.

  10. Other duties as assigned by the Deputy Minister of Health and/or the United States Agency for International Development.

Deliverables

  1. A monthly report to the Ministry of Health and USAID outlining meetings attended with key points

  2. Briefers developed for the Ministry and Technical Working Group, as required

  3. Policy and/or legal drafts to enable development and implementation of the new procurement mechanism, including transition documents

Required Qualifications

  1. Advanced degree in pharmacy, logistics, business management, public health, and/or another relevant field with at least five years working experience in international public health.

  2. Proven track record in a major procurement for the public sector and a strong knowledge of best international practices, preferably in the European Region.

  3. Proven experience in working with government agencies, private sector companies, international organizations, donors, and civil society organizations.

  4. Demonstrated competence in managing and providing technical assistance in key areas of procurement and supply chain management as well as broad technical and management expertise and experience

  5. Proven experience of working with senior level of governments, including a Ministry of Health, Ministry of Finance, Ministry of Economic Development, or other similar structures

  6. Demonstrated experience in multitasking, working independently and as a team member, organizing effective meetings, and producing complete and accurate deliverables according to timelines.

  7. Strong interpersonal skills, preferably with experience building and managing new teams and an ability to work across disciplines and in diverse locations.

  8. Demonstrated skills in producing written documents and analytical materials in Ukrainian and English.

  9. Experience working in post-Soviet health systems.

  10. Fluency in Ukrainian/Russian required. Advanced English abilities also required.

  11. Proficiency in computing skills in standard software systems, such as Microsoft Word, Excel, and PowerPoint.
