Myanmar: Evaluation Specialist, Myanmar, Short-term

World Learning, a global non-profit organization, (www.worldlearning.org) has an immediate vacancy for a short-term Evaluation Specialist for the “Institute for Political and Civic Engagement (IPACE)”, in Burma. The Evaluation Specialist will be responsible for conducting a performance evaluation of the iPACE projects both in Yangon (American Center) and Mandalay (Jefferson Center). The assignment will begin on Sunday, February 28, 2016 and end on Tuesday, March 8, 2016, with a requiered on-site work in Yangon and Mandalay.

Summary:
The Institute for Political and Civic Engagement (IPACE) offers civic education and skills-building participant training. The goals of the program are to develop the capacity of Burmese civil society and democracy leaders to more fully and effectively define and shape the nature and forms of democratic governance in Burma and provide training that will increase the capacity of these leaders to build consensus on needed changes to the existing system, and institutionalize those changes in a democratic system that reflects the priorities and will of its citizens. The Evaluation Specialist will design an appropriate methodology, including data collection tools, train and supervise data collection teams, clean and process data, conduct analysis to answer the evaluation questions, and prepare deliverables for World Learning and the U.S. Department of State.
Duties and Responsibilities:
• Conduct desk review: review project reporting documentation (reports and information on project indicators), M&E systems, etc.;
• Complete evaluation scope of work and propose a methodology for the evaluation that is inclusive, especially in terms of gender, and effectively utilizes both qualitative and quantitative data;
• Design survey, semi-structured interview, and/or focus group discussions (FGD) guidelines for data collection;
• Discuss the tools with World Learning/iPACE representatives, and incorporate their feedback;
• Undertake, monitor and supervise data collection in all project sites;
• Compile, clean and analyze the data collected;
• Validate the preliminary findings with World Learning/iPACE and the U.S. Department of State; and
• Disseminate the final findings and conclusions in manner approved by World Learning.

Deliverables:

1. Final evaluation scope of work (SOW): this document must contain the methodology for the evaluation; chronogram and timeline for evaluation activities and deliverables, dissemination plan, among others.
2. Data collection tools in English.
3. First draft of the evaluation report in English.
4. Presentation on the preliminary findings and conclusions from the evaluation (in person or virtual).
5. Flash drive with all data collected in an organized, fully documented and ready to use format.
6. Final evaluation report in English.

Qualifications:
• Master’s Degree in Social Sciences such as Economics, Statistics, Monitoring and Evaluation, International Relations, Political Science, among others;
• Minimum of seven (5) years of relevant and progressively responsible work experience in Monitoring and Evaluation, conducting and managing evaluations and research;
• Sounded experience conducting evaluations with mix-methods methodologies (quantitative and qualitative data);
• Proven experience conducting performance evaluations from beginning to end: desk review, select methodology, designing data collection tools (FGDs, interview guidelines, surveys, etc.), conduct and supervise data collection, process and analyze data;
• Must be able to obtain, analyze and evaluate a variety of information; organize, interpret and present it in meaningful oral or written form for varied audiences and provide solid analysis leading to sound decision-making;
• Experience working with U.S. Government (U.S. Department of State, USAID, and MCC), International Donors (World Bank, Inter-American Development Bank, IMF, etc.), UN Agencies, NGOs, etc.;
• Excellent written and verbal communications skills in English
• Must have experience working in Southeast Asian countries (preferably in Burma), or in a similar environment of constricted political and civil society space.
