Education Technical Expert, Tajikistan Basic Education – READ WITH ME project
World Learning seeks an Education Technical Expert for the USAID-funded basic education READ WITH ME project in Tajikistan. The Technical Expert will support core technical program components, including overseeing implementation and rollout of in-service training, the development and dissemination of age-appropriate reading materials and the integration of assessments to monitoring reading progress. The position will report to the DCOP (Programs)
Job Responsibilities:
• Manage component team to ensure quality technical and operational implementation
• Support delivery of in-service teacher training programs and institutions, monitoring and assessment of reading progress, and development and dissemination of age-appropriate reading material in mother-tongue languages
• Ensures adherence to management policies and procedures for quality assurance of trainings, reporting, information outreach and dissemination to stakeholders.
• Lead with diverse technical team to develop and refine training materials and classroom resources, and to make adjustments to materials based on outcomes;
• Collaborate with leadership team to plan effective piloting and roll-out of all reading-instruction and coaching-related activities, and to provide technical input on program-wide planning and activities
• Review, analyze and evaluate the effectiveness of reading instruction and coaching-related activities and makes recommendations for improvement to meet project goals
• Maintain collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs and consistently maintained and viewed as a knowledgeable resource in the area of literacy and girls' education.
Required Qualifications:
• Master’s degree in Education or related field;
• At least 5 years of experience managing and/or advising basic education programs, preferably USAID funded education projects;
• Strong knowledge of policy issues and technical experience in areas of primary education, early grade reading, and teacher training;
• Strong knowledge and experience with education research and evaluations preferred;
• Experience in and strong knowledge of the Tajikistan education system and the Tajikistan Ministry of Education;
• Ability to work as part of a large team locally and remotely with different partners;
• Excellent written and verbal communications skills in English required. Spoken and written proficiency in Russian and/or Tajik preferred;
• Previous resident work experience in Tajikistan or Central Asia strongly preferred;
• Ability to effectively and productively work in teams, providing management support to senior management;
• Sound knowledge of USAID rules and regulations; and
