World Learning is a leading international non-profit organization advancing education, systems strengthening, and inclusive development through programming around the world. We are seeking an experienced Senior Specialist for the anticipated DOS-funded Investing in the Liberated University of Anbar in Iraq.
The program aims to closely collaborate with Liberated University of Anbar to strengthen capacity and restore and revitalize the university following displacement and violence. Capacity building initiatives will include academic enhancements that promote human and technical capacity building inside Iraq, bolster long-term stability, develop the next generation of leaders, and support Iraq’s integration into the global academic community.
The Senior Specialist will be responsible for leading program implementation and providing administrative and quality control oversight. The ideal candidate will have a proven track record of working in universities, a strong network with private and public sector organizations, and ability to leverage their network. The Senior Specialist will also possess exemplary communication skills, an energetic and positive attitude, and ability to work effectively and respectfully with individuals from diverse backgrounds. The position is located in Rabadi and the successful candidate must be willing and able to travel to and from the University of Anbar readily. Fluency in Arabic and English is required.
Responsibilities
· Lead implementation of program activities, working closely with Program Officer in the Washington, DC office that manages the overall program;
· Serve as a liaison between university administration and faculty members at the University of Anbar and faculty members based at U.S. universities to carry out needs assessments, strengthening interventions and exchange trips;
· Serve as in-country point of contact for the university and stakeholders and establish and maintain strong relationships with key program stakeholders (private sector companies, community organizations, and education institutions);
· Support in procurement procedures including requesting quotes, communicating with vendors to conduct price analysis and finalize payments;
· Arrange and oversee program events, and logistics;
· Comply with World Learning’s financial and systems, policies, and procedures. Participate in all training activities for application, administration, and finance processes;
· Submit regular program reports with complete monitoring and evaluation (M&E) data on program activities to DC office;
· Submit monthly detailed expense reports with backup receipts and documentation in a timely manner;
· Serve as in-country points of contact for the program with the U.S. Embassy in Baghdad;
· Communicate and coordinate with World Learning’s Country Representative for Iraq;
· Represent World Learning at meetings with universities, ministry, private sector, and community organizations;
· Other responsibilities as assigned.
Requirements
· Bachelor’s degree in a relevant field, Master’s preferred;
· A minimum of 6-10 years of professional experience in the successful implementation higher education, training, capacity building or formal or non-formal education programs;
· Experience in project coordination, managing work plans and activities for INGOS, NGOs, or higher education institutions, knowledge of M&E preferred;
· Resident of Rabadi; Knowledge and awareness of the security situation and ability to assess, navigate, and monitor risks;
· Demonstrated knowledge establishing systems and leading project start-up under limited time constraints; demonstrated knowledge and experience implementing USG funded programs;
· Excellent communication and diplomatic skills with track record of collaborative and responsive management;
· Professional level of verbal and written fluency in English and Arabic required;
· Strong leadership and personnel management skills. Commitment to inclusive programming that encourages full participation of all individuals.
