Burma-UK Partnership for Education (BUPE): Component 2 – Assessment and Education Reform Support (AERS)
The Burma-UK Partnership for Education (BUPE) is a 5-year DFID program that aims to support more relevant learning for all Myanmar’s children, equipping them for life after school. Through Component 2 – Assessment and Education Reform Support (AERS), the project will support implementation of Myanmar’s national basic education assessment policy. The Accountability and Communications Lead will provide overall leadership, management, and oversight of activities which aim to support and facilitate effective consultation, awareness raising, and communication on policy reforms to ensure an inclusive policy dialogue and reform process. S/he will design, implement, and evaluate activities such as awareness raising campaigns, advocacy trainings and capacity building, and policy dialogue at the grassroots and national levels. The ideal candidate will have in-depth experience in the education sector in Myanmar, education policy reform, communications and policy dialogue, and advocacy. Applicants should demonstrate experience working with various stakeholders, including educators, parents, and government, on education policy-related programs.
Responsibilities
- Provide overall leadership, management, and oversight of the Accountability and Communications component; lead activities which support and facilitate effective consultation, awareness raising, and communication on policy reforms to ensure an inclusive policy dialogue and reform process;
- Provide technical direction and expertise on education policy reform, assessment and examinations policy, and community outreach and stakeholder engagement;
- Work closely with key stakeholders such as the Ministry of Education to establish processes to ensure accountability and transparency, and opportunities for two-way dialogue on reform;
- Design and implement activities such as awareness raising campaigns, advocacy trainings and capacity building, and policy dialogue at the grassroots and national levels; ensure engagement of a variety of stakeholders, including educators, employers, parents, and government, in assessment reform, dialogue, and implementation;
- Oversee production and dissemination of communications/awareness-raising materials (e.g. leaflets, posters, news articles) and associated outputs (events, radio broadcasts, etc.) to support roll out of national assessment policy;
- Collaborate with project leadership team, partner organizations, and external consultants to provide technical guidance on accountability and communications activities; ensure alignment with overall technical approach and program implementation;
- Work closely with the project team to collect and interpret monitoring and evaluation data; ensure findings and lessons learned are incorporated into ongoing programming;
- Manage a small team of accountability and communications staff and provide technical guidance as needed;
- Travel occasionally throughout Myanmar to monitor and follow-up on project activities;
- Other responsibilities as assigned.
Requirements
- Bachelor’s degree in a relevant field; Master’s degree preferred;
- A minimum of 4-8 years of demonstrated relevant experience;
- In-depth knowledge of Myanmar’s education system, reform agenda, and assessment policy
- Demonstrated expertise in policy reform, communications and policy dialogue, community and stakeholder engagement, and advocacy;
- Demonstrated leadership and management experience;
- Understanding of the development and education issues in Myanmar;
- Fluency in Myanmar language(s) and English required; Myanmar national candidates preferred;
