Deputy Chief of Party

World Learning is a leading international non-profit organization focused on creating a more peaceful and just world through education, development, and exchange. We are seeking an experienced Deputy Chief of Party for an anticipated youth activity in Kosovo, focused on empowering at-risk youth in targeted municipalities to increase civic participation and economic self-empowerment, and strengthen youth resilience against radicalization to violence for resilient, peaceful communities.

The Deputy Chief of Party will be responsible for overseeing project implementation of all components under this program. In coordination with the Chief of Party, s/he will provide management, technical, and operational support to the program. The ideal candidate will be a dynamic individual, with technical expertise in positive youth development, as well as experience in project implementation, coordinating with government entities, partner organizations, and other program stakeholders, and able to work effectively and respectfully with individuals from diverse backgrounds.

Responsibilities

• In coordination with the Chief of Party, provide management, technical, and operational leadership for the program;

• In conjunction with USAID and World Learning HQ, determine annual priorities, develop work plans, and ensure program responds to changing conditions and operating environments;

• Provide technical leadership and oversight of program activities, particularly those related to youth development and capacity building;

• Assist in the oversight and monitoring of program activities and operations, and ensure reports, work plans, and other program deliverables are timely and of high quality;

• Provide timely updates of all situational, security, and program developments;

• Work closely with the Monitoring, Evaluation, and Learning Specialist to support implementation of the project’s Collaboration, Learning and Adaptation approach and learning agenda;

• Manage and supervise team of local staff and consultants, and set timelines and goals for team product development and implementation;

• Mentor program teams to produce quality work and build capacity over time;

• Represent World Learning at conferences, working groups, and meetings;

• Act as the Chief of Party as needed;

• Other responsibilities as assigned.

Requirements

• Master’s degree in education, social sciences or a relevant field;

• A minimum of six years of professional experience in the successful implementation of donor-funded youth capacity building, organizational development, community engagement, or civic participation programming;

• Previous experience as a Deputy Chief of Party or senior management role for a donor-funded development project of similar size and scope, preferably in Kosovo or the region;

• Strong understanding of issues faced by youth in Kosovo related to education, employment, and civic participation;

• History of positive working relationships with Kosovar government institutions, civil society, international organizations, and donors; and knowledge of Kosovar counterparts, individuals, and organizations active or interested in youth development, employment, and resiliency are highly desirable;

• Technical expertise in positive youth development;

• Previous experience building the capacity of youth-led, focused, or serving organizations strongly desired;

• Capacity to build skills and knowledge of local staff and manage technical, programmatic, and operations teams;

• Demonstrated knowledge of USAID rules, regulations, and reporting requirements desired;

• Strong understanding of USAID Collaboration, Learning and Adaptation approach, experience with implementing CLA is desired;

• Demonstrated knowledge of USAID rules, regulations, and reporting requirements;

• Proficiency in written and oral Albanian and English required;

• Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
