The Director of the Institute for Political and Civic Engagement (iPACE) is a leadership position for an ongoing U.S. Department of State funded program. The Director’s main area of responsibility will be technical direction and operational management of iPACE, housed within the American and Jefferson Centers. S/he will work in close collaboration with Home Office units (including technical teams, human resources, finance, marketing and communications) to support quality program implementation. The Director will also contribute to new business development in country and provides advice on the country context to Home Office business/program development teams. S/he will represent World Learning in meetings with donors, partners, government officials, alumni, and other stakeholders so as to maintain a positive image and the overall credibility of the organization. S/he will contribute to World Learning overall country strategy for Myanmar (Burma) and to World Learning overall planning in areas consistent with her/his expertise. The position reports to the Senior Program Officer of Civic Engagement and is based in Yangon, Myanmar (Burma).
Responsibilities
Project Leadership and Oversight
· Serve as World Learning’s primary point of contact with the U.S. Embassy;
· Lead iPACE implementation and strategy development;
· Directly manage the creation of curriculum and design of IPACE courses and supervise and participate in course implementation;
· Ensure that deliverables for all projects are met and are of high quality;
· Oversee preparation of project implementation and status reports;
· Oversee recruitment of local participants/students;
· Oversee training for local participants;
· Support local trainer preparation and training;
· Supervise team of local staff and consultants;
· Ensure consistent implementation of World Learning policies and procedures in Myanmar (Burma) including administration, finance, human resources, and operations across projects
· Create and implement performance management plans;
· Oversee management of project field budget(s);
· Actively participate in project and portfolio-oriented outreach and project education efforts (blogs, tweets, webinars, etc.).
Outreach and New Business Development
· Represent World Learning with donors, government officials, partners, stakeholders, and alumni at external events, meetings, conferences, etc.;
· Advise on new business development opportunities, liaising directly with relevant World Learning Global Development and Exchange staff, as applicable
Requirements
· Bachelor’s Degree in International Affairs, Political Science, Education, or other relevant field; master’s degree preferred;
· Minimum five to ten years of international development project management experience related to civil society strengthening, civic education, education, conflict resolution/peacebuilding, democratic development, advocacy, human rights, or related subjects;
· Strong leadership and teamwork skills, especially when working in multi-disciplinary and multi-cultural teams;
· Familiarity with U.S. State Department, USAID, or other international donor rules and regulations;
· Demonstrated ability to cultivate effective working relationships with government officials, civil society leaders, political activists, development actors, media, and other stakeholders;
· Experience conducting donor outreach and preparing funding proposals;
· Strong organizational skills, ability to manage multiple tasks simultaneously, responsive, detail-oriented;
· Ability to work independently without close supervision;
· Commitment to inclusive development programming that brings to bear the talents of women, youth, minorities, people with disabilities, LGBT persons, and traditionally marginalized groups;
· Excellent English language oral and written communication skills;
Desired Qualifications
· Experience facilitating and conducting training, particularly teacher training and course/class management;
· Familiarity with experiential learning approaches;
· Prior work experience in countries undergoing political transition;
· Prior experience in Myanmar or Southeast Asia;
· Myanmar language capacity helpful, but not required.
