Grants Manager (Full time position based in Skopje, Macedonia)
The Grants Manager will be responsible for the overall management of the grants under contracts program to be implemented under this project.
Job Responsibilities:
· Administer and manage open competitions for sub-awards under a grants under contracts program;
· Manage grants/contracts procurement processes, specifically competitions, awarding, and monitoring, and close-out ;
· Build partner organizational capacity to manage funding from USAID;
· Responsible for day-to-day management of the grant-making mechanism;
· Manage the grants under contracts program budget and update spending pipeline on a regular basis;
· Prepare quarterly financial and activity reports for submission to the donor;
· Contribute to the development of annual project work plans for submission to the donor;
· Work closely with the Chief of Party, finance team, World Learning HQ support staff and compliance representatives, and other key stakeholders to develop and maintain the award mechanism.
Management of Grants under Contracts Program:
· Ensure availability of funds before commencing solicitation processes for grants;
· Coordinate the preparation of solicitations including contributing to the writing and oversee the advertisement of the solicitations;
· Manage program overall work to ensure proper sub-grantee assessments, project start-ups, phase-ins/phase-outs, workshops, meetings, publication, communications, reporting, monitoring and/or evaluation activities all in compliance with program requirements;
· Determine selection criteria to USAID and determine the eligibility of applicants, and, in coordination with USAID, manage the review of proposals, and participate in the technical reviews;
· Work with project staff to ensure proper set up of project accounts, systems, and tools to monitor compliance with agreement terms and conditions; manage spending against budget;
· Ensure proper close out of projects in coordination with partner organization and project staff;
· Supervise daily administrative and program tasks of local project staff, as appropriate;
· Exercise financial oversight of the program and report to stakeholders, as necessary.
Agreement/Compliance Issues
· Monitor and facilitate overall compliance of sub-grantees’ agreement implementation with donor and World Learning requirements;
· Conduct pre-award assessment to determine potential sub-grantees’ level of risk and necessary mitigation required;
· Communicate with donor on compliance issues as necessary;
· Oversee the sub-grant award and subsequent modification processes;
· Provide guidance to project staff and sub-grantees on compliance with applicable US Government regulations;
· Oversee sub-grantees’ requests for procurement approvals, as necessary;
· Provide guidance to all issues outside of standard policies and procedures in coordination with the donor.
Capacity Development
· Participate in the organizational capacity assessments of beneficiaries to determine current capacity in grants administration, and provide input in the development of capacity development plans;
· Participate in the organizational capacity assessments of partner organizations to determine current capacity in grant management, and provide input in the development of capacity development plans;
· Monitor overall sub-grantees’ progress and performance (as per grant goals and objectives and the capacity development plans);
· Monitor partner organizations’ progress and performance (as per grant goals and objectives and the capacity development plans);
· Strengthen sub-grantees’ overall fiduciary responsibilities, governance and technical capacity in coordination with other technical staff.
Required Qualifications
· Bachelor’s degree from an accredited university in business administration, finance, law, or other related field;
· Minimum 5 years of experience in grant/procurement management;
· Minimum 2 years of experience and familiarity with US Government grant/procurement regulations;
· Proven experience of sub-award management under a US Government-funded program;
· Experience managing a “grants under contracts” mechanism highly desired;

· Proven, excellent oral and written communication skills;
· English fluency required;
· Macedonian and/or Albanian language proficiency highly desirable.
