Description:
World Learning, a global non-profit organization, is recruiting for a Chief of Party for an upcoming USAID-funded program focusing on malaria and HIV/AIDS services in Angola. The anticipated program will likely focus on community and facility-based malaria and HIV/AIDS services and capacity building and collaborative partnerships with municipal and provincial authorities in support of the national strategic plans for malaria and HIV/AIDS*.* Recruitment is contingent upon successful award of the project.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Chief of Party will reside in Luanda, Angola, and will be responsible for overall project management, including providing technical support and facilitating partnerships with stakeholders. Essential duties and responsibilities include:
- Provide overall strategic, technical, and programmatic leadership for program and through direct implementation of technical assistance, provision of strategic guidance and supervision of senior project staff.
- Provide technical guidance on the array of activities that will lead to 1) increased access to and use of insecticide treated nets (ITNs) and intermittent preventive treatment in pregnancy (IPTp) among high-burden communities; 2) increased malaria diagnosis and treatment services throughout targeted municipalities; 3) sustainable models for providing high-quality HIV/AIDS services, through the prevention and care and treatment continuum, demonstrated and institutionalized by the Government of the Republic of Angola (GRA) and civil society organizations; and 4) increased capacity of municipal and provincial governments to plan, fund, monitor and supervise improved health programs.
- Serve as chief liaison with USAID, ensuring regular and effective communication with donor representatives.
- Actively participate in donor coordination meetings.
- Liaise with and build strong partnerships with national local level, and local private sector stakeholders in Angola.
- Ensure accurate, timely, high quality program reporting and deliverables to donors and head office.
- Oversee the management and mentoring of project staff ensuring the highest level of performance and results for the program.
- Ensure regular communication with World Learning's home office.
- Oversee the project budget and all project financial resources, work closely with finance department and program officers to plan monthly projections, monitor burn rates, and supervise other budgetary matters.
- Regular national travel to program sites.
- Other duties as assigned.
REQUIRED QUALIFICATIONS:
- Advanced degree (Masters level or higher) in public health or other relevant field.
- Minimum ten years of related management and leadership experience of donor funded projects.
- Minimum seven years of experience working with Ministries of Health, national malaria coordination programs, HIV/AIDS programs, community health facilities and community health workers.
- Prior work experience in Sub-Saharan Africa.
- Demonstrated track record in developing strong relationships with community organizations, health facilities, universities, and health government counterparts.
- Proven experience in facilitating public-private partnerships in a development context.
- Commitment to inclusive development approaches that seek to fully involve women, people with disabilities, and disadvantaged groups.
- Ability to manage dynamic teams and programming.
- Excellent verbal and written communication in English.
- Working knowledge of Portuguese essential, fluency preferred
PERFERRED QUALIFICATIONS:
- Prior USAID project management and leadership experience in a health development project (malaria, HIV/AIDS).
- Experience implementing projects of similar scale and scope Angola or Sub-Saharan Africa.
