World Learning seeks a short-term technical assistance Trilateral Cooperation Subject Matter Expert for an upcoming USAID-funded project. Duration: 3 years. Recruitment contingent upon successful award of the project. Background: World Learning is developing a 3-year project that, if awarded, will develop, coordinate, and manage cooperation and exchanges between the US government, potential Latin American donor countries (Brazil, Chile, Columbia, and Peru), and recipient countries in Central America including El Salvador and possibly Honduras, Nicaragua, and Guatemala. The program will use a series of assessments to evaluate where there might be areas for enhanced collaboration among donor and receiving countries and then, using assessment results, implement a series of trainings and possibly other approaches. The overall goal is to build trilateral cooperation between the United States, Central American countries, and selected donor countries.

Trilateral CooperationSubject Matter Expert Position (Short-term)

The Subject Matter Expert will be responsible for providing subject matter expertise to suit the sector focus of an HICD Initiative in El Salvador.

Job Responsibilities:

· Collaborate on the design and implementation of a series of assessments of current trilateral cooperation using methodologies of human and institutional capacity development.

· Distill key findings from the assessments and present them in both written and oral formats.

· Provide industry or sector specific advice to enterprises including industry specific business and action planning, performance measures and indicators, organizational assessments, sector and/or industry assessments, and process and productivity improvement.

· Organize training sessions, workshops and conferences; prepare publication, printing, translation and deliver any needed materials; and arrange logistics sessions and meetings.

· As needed work with and lead other short term consultants in implementing assessments

Required Qualifications

· A minimum of seven (7) years of progressive experience in international development, donor coordination, and/or trilateral cooperation.

· Experience implementing assessments using systemic methodologies.

· Ability to provide broad subject area expertise in three or more of the following technical areas: accounting, auditing, business planning, community outreach, democracy and governance, economic growth, education, finance, gender, language, law, public policy, health, media and communications, trade and agriculture;

· An advanced degree in a relevant field of international development, including but not limited to International Affairs, Political Affairs, Economics, Finance, Business Administration, Public Administration, or a related discipline.

· Fluency in speaking and writing in English and ability to work in Spanish with native speakers.
