Improved Basic Education in the Kyrgyz Republic

World Learning is a leading international non-profit organization advancing education, systems strengthening and inclusive development through programming around the world. We are seeking an experienced Gender Equality & Social Inclusion (GESI) Specialist for the anticipated USAID-funded Improved Basic Education in the Kyrgyz Republic program, focused on improving early grade learning outcomes in the Kyrgyz Republic for 300,000 students in grades one through four, giving children a better foundation for educational achievement.

The GESI Specialist will lead design and implementation of context-specific gender and social inclusion analysis and ensure findings are adequately integrated into the program’s implementation and collaboration, learning, and adapting (CLA) agenda. S/he will work closely with technical specialists and the monitoring and evaluation team to develop GESI activities and targets and recommend improvements to address the needs of marginalized and excluded populations. S/he will lead programming efforts related to gender-sensitive education, inclusive education for youth with disabilities, and minority populations. S/he will also promote and undertake discussions on best practices and learning with external stakeholders as planned within the program.

Responsibilities

  • Develop and oversee implementation of the program’s GESI strategy, including specific activities, capacity building, external and internal learning agenda on GESI issues, and integration into the program’s overall CLA agenda;
  • Coordinate closely with the Chief of Party and technical leads to ensure full integration of social inclusion throughout program design, planning, and activity implementation;
  • Conduct social inclusion analysis activities with program staff, beneficiaries, and key stakeholders; lead efforts to integrate inclusive practices and recommendations related to gender, youth with disabilities, and minority populations into program design and activities;
  • Serve as a resource and mentor program staff on social inclusion programming; conduct trainings and other capacity building activities as needed;
  • Collaborate with program beneficiaries, community leaders, public and private sector actors, and other key stakeholders to develop and implement inclusive and gender-sensitive education practices, periodically report on achievements to the program teams, partners, and donor;
  • Establish and maintain productive relationships with Government of Kyrgyzstan officials and civil society organizations representing the interests of marginalized populations;
  • Working closely with the MEL Manager, develop specific GESI indicators and targets; lead the implementation and monitoring of social inclusion strategies across programming, building a strong evidence base on GESI achievements;
  • Support MEL team in data collection and monitoring program activities’ impact on marginalized populations and social inclusion; prepare reports and recommendations for program implementation.

Requirements

  • Master’s degree or higher in international development, education, gender and inclusion, sociology, or related field;
  • A minimum of three to five years of progressive experience in social inclusion programming, such as youth and women’s’ empowerment, inclusion of persons with disabilities, and inclusion of minority populations
  • Experience in inclusive programming related to basic education, access to education, formal and informal educational programming, community development, and/or systems strengthening preferred;
  • Strong understanding of issues faced by marginalized populations related to education access and educational achievement;
  • Experience working with international organizations and donors in the Kyrgyz Republic;
  • Professional level of verbal and written fluency in English as well as in Kyrgyz and/or Russian; Kyrgyz Republic Nationals preferred
  • Strong communication, writing, and public speaking skills;
  • Commitment to the principles of inclusive approaches to programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
