Background: The purpose of this 18-month project is to support implementation of the MOE‘s 15-year reform entitled Vision 2030, especially the components that will be supported by both USAID/Morocco and the Millennium Challenge Corporation (MCC). Overall, the HICD performance analysis will focus on the human resource structure and how it compares with requirements of certain elements of the Vision 2030, especially those that will be supported by USAID/Morocco and MCC. As an initial step, the analysis will review and assess the Ministry’s current procedures for recruiting, staffing, and retaining personnel, as well as practices for their continued professional development. Secondly, the analysis will identify and recommend a set of qualifications and hiring practices commensurate with the critical functions of initiating and sustaining reforms over an extended period. A subset of this second step will include an identification of gaps between current staffing realities and ideal staffing scenarios and practices taking into consideration the major factors and constraints that may affect any proposed staffing changes. The analysis will identify professional development activities that have been effective in other settings, and are recommended to support and strengthen the MOE’s human resource management system. The findings will be presented in a Performance Solution Package (PSP).

The analysis will look specifically at performance and capacity development and develop a PSP as relates to the focus areas below:

● Curriculum design (USAID)
● Textbooks and learning materials development (USAID)
● Extracurricular activities (USAID, MCC)
● Remedial education (USAID, MCC)
● Gender-responsive programming (USAID and MCC)
● Examinations and evaluations (USAID and MCC)
● Regionalization/decentralization (USAID and MCC)
● School-based management (MCC)
● TVET (MCC)

Overall, the HICD Analysis will contribute to the achievement of USAID/Morocco and MCC objectives of collaboration with the Kingdom of Morocco’s vision of delivering quality educational services.

Examinations Specialist

Reports to: The HICD Analysis Team Leader

The Examinations Specialist will work on a part-time basis (up to 45 days total over the course of the 18-month life of the project) under supervision of the Team Leader in the implementation of an HICD Analysis of the Moroccan Ministry of National Education and Vocational Training (MOE) for the purpose of identifying performance gaps within the listed core areas of MOE in Morocco, and their root causes, and to assist the institution in developing a PSP to address root causes of the performance gaps, taken separately or as part of the larger education system.. Activities will include: reviewing pertinent documents and instrument development; conducting a performance assessment at select central, regional, and provincial MOE offices; conducting HICD data analysis; report preparation; sharing results with USAID, MCC and the GOM; and developing a performance solutions package and providing advice on its implementation.

Responsibilities:
• Contribute to assessment of MOE’s capacity to develop, manage, and analyze assessments including use of national and international assessment systems.
• Provide leadership in area of technical expertise and work under Team Leader and with other team member in execution of HICD analysis
• Develop tools to be used for both qualitative and quantitative research
• Adapt existing tools and materials to the needs and context of the workplace environment
• Analyze HICD Analysis data and provide input to the Final Findings and Recommendations Report
• Other duties as assigned by the Team Leader

Requirements:
• Fluency in written and spoken French and Arabic (additional fluency in English preferred)
• Ability and willingness to travel to isolated and rural areas in Morocco

Preferred Qualifications:
• Master’s degree from an accredited university in international education , research methods, or other related field, or additional years of experience in the education or research, evaluation, and learning field;
• Familiarity with the ASER and EGRA tools
• Extensive knowledge of Moroccan education system at national, regional and provincial levels
• Local candidates currently in Morocco preferred
• Previous experience working with USAID a plus
• Experience working with organizations in a capacity building role
• Ability to work in a team environment as well as independently as needed
• Ability to work effectively under pressure and meet deadlines
• Working knowledge of Microsoft Office skills (Word, Excel, Powerpoint, and Access).
