World Learning seeks a Monitoring and Evaluation (M&E) Manager for an anticipated USAID-funded basic education program in Tajikistan. This position is for a Tajik national or a resident of Tajikistan. The ideal candidate will be a dynamic individual who is able to work effectively and respectfully with individuals from diverse backgrounds and experienced in the monitoring and evaluation of teacher training and basic education programs.
Job Responsibilities:
Manage the Data Collection and Analysis Process
- Develop systems and mechanisms for collecting project data on the monitoring and evaluation plans (MEP)indicators
- Conduct, as necessary, research from secondary sources for direct indicator input (when indicators are sourced to secondary or official data) or for comparative analysis
- Develop and train users on data collection forms, instruments and tools
- Ensure that data comes in a timely manner and is accurately recorded (manually/electronically)
- Provide project management with regular updates on data and analysis of that data
- Ensure that the MEP and related documents and instruments are properly kept in hard and soft copy, and that files are kept up-to-date
- Provide project management with regular reports on project performance against MEP and work plan targets
- Assist in the preparation of regular reports to the client (quarterly, semi-annual, annual, EOP, etc.)
- Develop presentations for explaining progress and performance
- As assigned, develop special communications (success stories, lessons learned, web cast, etc.)
Ensure Data Quality
- Take steps to ensure that data has been accurately collected, recorded, input and stored
- Conduct routine spot checks to ensure data has been accurately collected from stakeholders
- As required, prepare for and participate in client-directed data quality assessment (DQA) and preparation of report
- Based on DQA and in collaboration with project management, make recommended changes to MEP, indicators, methods of collection and methods of data storage
Special Studies and Assessments
- Assist in the development of annual and LOP work plans
- Manage the process of collecting baseline data for inclusion in the MEP and for setting performance targets
- In close collaboration with the COP or DCOP, manage internal or contracted special studies or surveys as required by the contract, technical direction from the client, or as warranted by the COP
- Develop special quick assessments to confirm data or provide contextual information on performance
Build Capacity of Staff and Partners
- Provide training and technical assistance to staff and local partners, as applicable, in monitoring and evaluation systems, use of tools and instruments to collect data
- Assist staff, local partners and other stakeholders to analyze the monitoring data to find ways of working more effectively and efficiently to meet targets, rationally adjust targets, and improve project performance
Required Qualifications:
• Minimum university degree from an accredited university in a field that requires the collection, analysis, interpretation and reporting of quantitative and qualitative data (may include the social sciences such as anthropology, sociology, economics, management or hard sciences such as agriculture or health); Master’s degree preferred
• At least 5 years of professional experience in monitoring and evaluation, preferably with USAID funded programs (or other results-based management donors, such as the World Bank, CIDA, AusAid, etc.)
• Experience in training and education development programming preferred
• Experience with Microsoft Office products, especially Outlook, Word, Excel, and PowerPoint (experience with Access and MS-Project a plus), especially the ability to design and operate multi-level and linked spreadsheets
• Experience in survey design, data cleaning, analysis, interpretation and reporting.
• Excellent written and verbal communications skills in English required. Spoken and written proficiency in Russian and/or Tajik required.
• Ability to effectively and productively work in teams, providing management support to senior management;
• Sound knowledge of USAID rules and regulations;
• Ability to provide effective on-the-job and semi-formal training to staff and partners for M&E;
