World Learning seeks an experience Monitoring, Evaluation and Learning (MEL) Officer for the U.S. Department of State Bureau of Educational and Cultural Affairs (ECA) funded Community Engagement Exchange Program (CEE). The CEE program is a new global initiative to support around 120 emerging community leaders, ages 20 – 27, from over 100 countries to undertake a two- to three-month U.S.-based civil society exchange program with placements in public institutions, working with professional counterparts and seasoned civil society and community leaders on pre-defined substantive issues of mutual interest.
Reporting to the Program Manager, the MEL Officer will be responsible for supporting the implementation of monitoring, evaluation and learning frameworks across all program levels and activities, including before and during the placement stage, as practicums unfold, at the end of the program, and through alumni follow-on activities. He or she will support the implementation of the project MEL plan in accordance with the performance monitoring plan and agenda, to include collection and exchange of lessons learned, and provide technical support to staff ensuring seamless integration of MEL that complements ECA evaluation efforts.
Recruitment is contingent upon successful award of the project.
Responsibilities
• Oversee the development and implementation of the project's M&E system and framework in collaboration with the Program Director and Program Manager, including following clearly defined objectives, indicators, data collection, reporting and other data management processes across all implementing partners;
• Ensure robust data collection and MEL oversight throughout program activities and components, and work closely with all program stakeholders to ensure program-wide integration of MEL frameworks;
• Contribute to technical and programmatic program reports, with relevant staff inputs, on regular and ad hoc basis as required;
• Ensure compliance with program standards;
• Establish data reporting protocols for efficient reporting and tracking of our progress against the project's baseline, milestones and targets;
• Work with program partners to ensure coherent reporting systems, processes and templates are institutionalized across the various aspects of the program (including partner reporting);
• Respond to donor requests regarding programmatic reporting and data;
• Work closely with the World Learning Headquarters' MERL department to ensure the overall alignment of the project's MERL priorities with those identified at the agency and global levels;
• Support the Program Manager and team with other administrative duties and assignments as required. Requirements
• A degree in a field related to international development, social sciences, or fields related to inclusion, civil society & governance, capacity development, performance improvement, performance management, public health, public administration/public policy, demography, or statistics;
• At least 4 years of demonstrated experience in M&E and learning, preferably on US Department of State, ECA programs;
• Prior Experience and familiarity with civil society organizations and leadership development preferred;
• Experience analyzing quantitative and qualitative data;
• Experience working and collaborating with multiple stakeholders and partners;
• Excellent inter-personal, inter-cultural and teamwork skills, sound judgment and strong initiative, as needed to work independently and build new capacity within World Learning and sub-recipient organizations;
• Excellent writing, editing skills in English; proficiency in a second language highly desired;
