World Learning seeks a Program Officer to support the U.S. Department of State’s Fulbright Specialist Program.
Through the Fulbright Specialist Program (FSP) approximately 425 U.S. academics and professionals each year engage in short-term collaborative projects of between two- and six-weeks in length at host institutions abroad that build capacity and mutual linkages. This Program Officer position will administer all FSP projects to Africa (sub-Sahara), Near East, and South and Central Asia. This individual will carry out the full project cycle including liaising with participating U.S. Embassies and Fulbright Commissions, leading the process of matching Specialists to host institution projects, overseeing implementation of all grants within the regional portfolio, and supervising a Program Associate. This position requires excellent communication and organizational skills along with a detail-oriented focus and the ability to prioritize multiple tasks.

Responsibilities
- Serve as the main point of contact for all Specialist projects in the Africa (sub-Sahara), Near East, and South and Central Asia regions and liaise with participating U.S. Embassies/Fulbright Commissions, grantees, and other key stakeholders.
- Lead the process of matching Specialists to all open projects in the responsible regions.
- Maintain Specialist caseload which includes coordinating all logistics; assisting in the visa process; conducting mid-program calls; regular monitoring of Specialists on program; and providing support in emergency situations.
- Prepare and oversee Specialist budgets, track and monitor all Specialist program costs, ensure timely disbursement of allowances, authorize allowable payments, and work closely with Finance staff.
- Supervise and provide support and guidance to a Program Associate.
- Oversee and lead responses to public inquiries about the FSP through the general program inbox.
- Assume other program management activities as assigned.
Requirements
Bachelor’s Degree and two years of related work experience.
Experience implementing U.S. Department of State-funded exchange programs.
Experience working with the U.S. higher education community.
Strong written and oral communications skills and a professional demeanor.
Energetic and resourceful team player.
Excellent organizational ability and experience arranging logistics (e.g., international travel, visas).
International experience.
