World Learning seeks an LDF MENA Program Manager to oversee the establishment of LDF Fellowship operations in Tunisia. The LDF Fellowship (Leadership Development Fellowship) is funded by the U.S. Department of State's U.S.-Middle East Partnership Initiative (MEPI) and implemented by World Learning.
The Fellowship engages emerging leaders across sectors in the Middle East and North Africa in five stages over a one-year application-based leadership development fellowship. The goal is to advance civic engagement and social entrepreneurship by providing skills, resources, and support networks to analyze complex challenges, re-examine interventions, and to seek inventive ways to make positive social and economic changes in local communities.
The position is based in Tunis, Tunisia. Reports to DC-based Senior Program Manager. Donor concurrence required for hire.
Responsibilities
· In conjunction with DC-based LDF Senior Program Officer establish, modify, and implement program systems, policies and procedures;
· Serve as program’s primary liaison in the MENA region and represent World Learning’s LDF program as needed through communications, attendance of meetings, sessions, etc.;
· Assist World Learning in setting up and maintaining appropriate reporting and systems for registration and compliance
· Coordinate and oversee Tunisian partner organizations and World Learning fellowship team in the design, development, and delivery of program content and activities;
· Conduct program and budget negotiations and tracking to ensure quality and cost-effectiveness
· Authorize, monitor and reconcile disbursement of project funds in compliance with World Learning and DOS financial management guidelines; and provide financial oversight to staff;
· Develop tools for tracking, monitoring and evaluating participant and program activities and results;
· Manage administration of project by submitting routine funding transfers, timesheets, reports, etc.;
· Oversee field contributions for reports, ensure reporting quality and report as requested by donor;
· Counsel participants on technical training issues and manage crisis situations;
· Hire and onboard new staff, serve as a resource and manage staff, promote professional training and development, and conduct performance reviews for direct reports
· Lead team in developing, implementing, monitoring and evaluating MENA wide LDF activities;
· Supervise logistical arrangements for all program activities in Tunisia as required including visa processing, travel, taxes and enrollment in health coverage;
· Identify technical specialists/consultants MENA-wide for short-term technical assistance for fellows;
· Provide support and oversight in the development and implementation of communications and media strategy;
· Contribute to, review or develop contract and ad-hoc reports and deliverables in a timely manner;
· Perform other duties as assigned by the Senior Program Specialist
Requirements
Required:
· Master’s degree in related field with at least six years’ equivalent/relevant experience; OR Bachelor’s degree in related field with at least eight years’ equivalent/relevant experience required.
· A minimum of six years’ experience with DOS or other donor-funded international exchange and/or development programs;
· Program development and management skills
· Demonstrated strong analytic skills, strategic thinking, and problem-solving ability;
· Excellent interpersonal skills and ability to communicate effectively with stakeholders;
· Demonstrated leadership and supervisory skills and able to work respectfully and cooperatively with colleagues or different national and cultural backgrounds;
· Strong computer and internet proficiency (word processing, spreadsheets, databases, presentations and web-based tools);
· Strong cross-cultural and communications skills, including written and oral communication in English;
· Experience with living/studying/working abroad preferred;
· Languages required: Arabic, French and English
