We are seeking an experienced Policy and Systems Specialist for the anticipated USAID-funded Shobai Miley Pori “Everyone Reads Together” program in Bangladesh which will support the Government of Bangladesh to improve early grade reading outcomes in Bangla for children with disabilities in grades one and two in Government Primary Schools.
The Policy and Systems Specialist will lead capacity building and institutional strengthening efforts across the program, working closely with key education stakeholders at the central and district levels to support government counterparts to scale the project’s disability-inclusive education model.

Responsibilities:
• Lead institutional assessments and develop capacity development plans in partnership with the Ministry of Primary and Mass Education, Directorate of Primary Education, and other entities; provide ongoing support and mentorship;
• Design and provide expertise related to inclusive educational policy and education systems strengthening interventions;
• Contribute to the design and deployment of a systems strengthening and sustainability approach that ensures that government counterparts can plan, manage, and oversee a disability-inclusive education approach;
• Manage in-country training programs, workshops, public awareness seminars, and roundtables related to educational policy, systems reform, and regional capacity building;
• Provide expert technical guidance to government counterparts at the central and district levels related to human and institutional development, policy reform, public communications and dialogue, and regionalized education system management;
• Provide technical assistance to the Ministry of Primary and Mass Education in strategic planning, information analysis and decision-making, process improvements, monitoring and evaluation, and human resource management and forecast;
• Support the Monitoring, Evaluation, Research and Learning Specialist in monitoring program performance and adapting approaches as needed based on lessons learned;
• Provide technical guidance to the Chief of Party, program staff and consultants, and consortium partners to troubleshoot problems related to the project’s technical approach and deliverables;
• Other responsibilities as assigned.
Requirements:
• Master’s degree in education, organizational development, public policy, government, management, social sciences, or related field;
• A minimum of 10 years of experience designing and implementing systems strengthening and capacity development activities; experience managing related activities for projects of similar size and scope, preferably in Bangladesh or the region;
• Technical expertise in capacity development, institutional strengthening, and/or policy reform and communications, preferably related to education systems;
• Demonstrated knowledge of USAID rules, regulations, and reporting requirements preferable;
• Professional level of verbal and written fluency in English as well as in Bengali; Bangladesh Nationals preferred;
• Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
