Capacity Development Specialist
USAID/Honduras: Improving Tertiary Violence Prevention (ITVP)
World Learning seeks a Capacity Development Specialist for a USAID/Honduras-funded project designed to improve tertiary violence prevention services to reduce recidivism among high-risk youth populations.
Reporting to World Learning’s DC-based Program Manager and in close coordination with the project’s HICD Specialist, the Capacity Development Specialist will provide expert technical guidance on all aspects of HICD to state and non-state actors providing services to targeted youth populations. Additionally, this role will assist in the development of policies for Government of Honduras (GOH) agencies overseeing the juvenile justice and gang rehabilitation sectors.
This position will be based in Tegucigalpa, Honduras, with frequent travel to major Honduran urban centers. The expected period of performance will be three years (36-38 months) at a full-time level of effort.**Responsibilities**
- In cooperation with the Home Office Program Manager and other project technical staff, provide expert technical guidance on all aspects of HICD to state and non-state actors including performance assessments, performance solutions selection, and the design, development, and implementation of performance monitoring and management systems;
- Assume a lead role in various stages of the HICD project/program as directed;
- Perform consulting activities to assist partner organizations (state and non-state actors) in activities such as building leadership, strategic planning, information analysis, process reengineering, facilitation services, performance management, relationship building and partnership management in order to sustain their results in the sector and society.
Requirements
- Bachelor’s degree in Community Development, Law, Social Work, Public or Business Administration, Organization Development or a related field; a graduate degree is desirable;
- A minimum of five (5) years of experience in capacity development of organizations, using structured and tested results-driven approaches;
- Experience implementing USAID’s HICD Model for organizational and human development preferred;
- Certified Performance Technologist (CPT) or Human Performance Improvement (HPI) Certification preferred;
- Previous experience working in Honduras required, with demonstrated experience in providing capacity development to state and non-state organizations;
- Demonstrated oral and written communication skills, with written and spoken English and Spanish at an equivalent 3/3 FSI level;
