Director, Mongolia Emerging Leaders
World Learning seeks a Director, Mongolia Emerging Leaders, for USAID's Leaders Advancing Democracy (LEAD Mongolia) program based in Ulaanbaatar. The Director will be responsible for overall vision leadership of LEAD Mongolia and provide technical direction and management of citizen engagement programming comprised of exchange components in the United States, intensive in-country training, mentorship, and civic education activities in Mongolia. S/he will supervise implementation and ensure that activity objectives are met. S/he will also serve as the main representative of the activity and World Learning's principal interlocutor with USAID, as well as with Mongolian ministries and other local, U.S.- based, and international counterparts. S/he is expected to play a proactive role in forging partnerships and leveraging resources to sustain the implementation of the activity. The ideal candidate will be a dynamic individual and seasoned director with experience in Mongolia, able to work effectively and respectfully with individuals from diverse backgrounds and experienced in civic engagement programs for young leaders.

Responsibilities
- Provide overall leadership as well as programmatic and fiscal management for USAID's Mongolia's Emerging Leaders Activity, an estimated $5.8 million budget;
- Oversee and monitor the quality of all program components, including a U.S.-bound exchange program for young leaders ages 25 — 40, a mentorship program, an interregional exchange, a network of young leaders in Mongolia and the region, and in-country civic education programs and outreach activities targeting high school youth;
- Pursue opportunities for inclusive programming and ensure activity components encourage full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status;
- Manage World Learning’s partner relationships in-country and sub-awards with the International Republican Institute (IRI) and Center for Citizenship Education (CCE) to ensure all LEAD activities are cohesive, unified, and reported effectively to USAID and other external partners;
- In conjunction with USAID and World Learning HQ, determine annual priorities, develop work· plans, and ensure program responds to changing conditions and operating environments;
- Serve as overall communications/liaison with USAID, implementing partners, and key stakeholders including the government;
- Ensure timely and quality support to USAID Mission;
- Report regularly to World Learning headquarters, providing timely updates of all situational and program developments;
- Ensure reports, work plans, performance monitoring plan, and other program deliverables are timely and of high quality;
- Manage and supervise Mongolia based staff and consultants;
- Engage with local counterparts and manage program deliverables
- Represent World Learning at conferences, working groups, and events in order to further World Learning's overall portfolio of programs in Mongolia and the region;
- Other responsibilities that may be assigned.
Requirements
- Bachelor’s Degree in International Affairs, Political Science, Education, or other relevant field; master’s degree preferred;
- Minimum five to ten years of international development project management experience related to civic engagement, youth leadership, civic education, democratic development, advocacy, human rights, or related subjects;
- Strong leadership and teamwork skills, especially when working in multi-disciplinary and multi-cultural teams;
- Familiarity with USAID, or other international donor rules and regulations;
- Experience managing relationships with partners and sub-awardees;
- Demonstrated experience producing program deliverables including reporting, work plans, performance monitoring plans, and other deliverables;
- Demonstrated ability to cultivate effective working relationships with government officials, civil society leaders, political activists, development actors, media, and other stakeholders;
- Experience conducting donor outreach and preparing funding proposals;
- Strong organizational skills, ability to manage multiple tasks simultaneously, responsive, detail- oriented;
- to work independently without close supervision;
- Commitment to inclusive development programming that brings to bear the talents of women, youth, minorities, people with disabilities, LGBT persons, and traditionally marginalized groups;
- Excellent English language oral and written communication skills;
Desired Qualifications
- Experience facilitating exchange programming
- Prior experience in Mongolia or Central/East Asia;
