We are seeking an experienced Scholarship Manager for the anticipated USAID-funded Leadership Activity in Myanmar. The project seeks to provide leadership training centered around scholarships in the U.S. to improve technical skills (including but not limited to economic affairs), promote tolerance of diversity, and advance Burma’s self-reliance.
The Scholarship Manager will oversee scholarship administration, disbursement, and monitoring of Burmese individuals selected to participate in degree programming and leadership training in the U.S. He/she will be responsible for scholarship management, including: outreach, recruitment and selection, pre-departure orientations and logistics in accordance with ADS 252/253, serving as a liaison to home office staff, and overseeing any follow-on activity.

Responsibilities:
Scholarships Management
• Provide leadership and oversight to program and operations staff charged with implementing scholarship activities and ensure compliance with USAID rules, regulations, and policies, especially ADS 252 and 253;
• Design and implement an inclusive outreach and recruitment plan for program participants
• Design a user-friendly application
• Oversee transparent selection process with objective criteria and independent evaluators
• Facilitate the participant application process by ensuring the timely submission of requisite paperwork and obtaining necessary application documentation;
• Manage pre-departure orientation and oversee administrative and reporting requirements prior to participant departure;
• Conduct limited outreach travel;
• Lead monitoring and evaluation of scholarship activities to ensure high-quality delivery;
• Contribute to work planning and quarterly and annual progress reporting for scholarship activities; and
• Represent World Learning to key government counterparts, donors, and higher education institutions, as necessary.
Requirements:
• Bachelor’s degree in a relevant field required; Master’s degree preferred;
• A minimum of 6 to 8 years of professional experience successfully managing scholarship, fellowship, or exchange programs at higher education institutions or donor-funded development programs; preferably in Myanmar or the region;
• Extensive knowledge of USAID rules and regulations, particularly those concerning participant training and scholarship management, including ADS 252/253 is highly desired;
• Demonstrated organizational skills, ability to prioritize workload and multi-task in a fast-paced environment and strong track record of meeting deliverables;
o Excellent communication and diplomatic skills, with a professional level of verbal and written fluency in English and Burmese; Burmese nationals preferred;
